Knowledge-Based Urban Development (KBUD) is regarded as the best model to promote sustainable urban development. Due to the lack of relevant research results, the opportunity and potential of promoting KBUD in our country are hindered. After clarifying the evolution of concept and meaning of KBUD and the success factors in promoting it, this study divides the analysis framework of KBUD into four aspects: knowledge capital, human capital, environmental capital, and relations capital, and constructs evaluation details for each of the four aspects respectively. We select cities that have successfully promoted KBUD, namely Helsinki in Finland and Melbourne in Australia, and compare them with Hsinchu County and City in Taiwan, and learn the advantages and disadvantages of Hsinchu County and City in promoting KBUD. After comparative analysis of the three case cities, this study found that the three case cities performed relatively similar in“transnational competitiveness”,“education and learning”,“cultural preservation/inclusiveness”, and“external relations”. Relatively speaking, Hsinchu has a better performance in“internal relations”and“social environment”, while there is still room for improvement in“academic research organization”and“innovative energy”. |
