「離島建設條例」部分條文修正案日前經立法院三讀通過，離島地區博弈除罪化，不受刑法「賭博罪」規範，但是否開放設立賭場，須由地方政府辦理公民投票，經半數同意才能設立。「離島建設條例」修正的主要目的在促進離島觀光發展。未來政府將依各離島特色進行建設。

A partial revision of the Offshore Islands Development Act, passed recently by the Legislative Yuan, legalizes gambling on Taiwan's offshore islands but leaves to local residents the decision as to whether the establishment of casinos will be allowed. The opening of casinos will be determined by majority vote in referendums organized by the local governments on the islands. The revision of the Offshore Islands Development Act is aimed primarily at stimulating tourism on the offshore islands, with the government carrying out development in accordance with the characteristics of the different islands.
