日本領臺初期的師範教育完全實施日臺人差別教育政策,因此在師範教育制度上採取日臺人雙軌形態,分別以培育程度較高的日藉教師為目的的國語學校師範部,以及以培育程度較低的臺籍教師為目的的師範學校等兩種制度進行。一九0二年(明治三十五年)師範學校併入國語學校師範部後,師範部分為甲科和乙科,原來培育日本籍教師的國語學校師範部改稱為甲科,收容廢校後的師範學校學生的稱為乙科,因此,原來在不同機構分別培育日籍教師與臺籍教師的制度,成為在同一學校分為不同兩科培育日臺籍教師的制度。一九一0年(明治四十三年)為了培育日本人子弟就讀的小學校教師,又在國語學校增設小學師範部。不過從一九一0年(明治四十三年)至一九一八年(大正七年)的九年間,小學師範部始終只有一個班,公學師範部甲科的班級數最多也不過二班,而臺灣人就讀的公學師範部乙科,到一九一八年(大正七年)卻增加為十八班,因此,原來以培育日藉教師為目的的國語學校師範部,由於合併了培育臺籍教師的師範學校後,逐漸成為培育臺藉教師的主要機構。

During the early years of the Japanese colonial period, the policy of the normal school education was implemented separately for both Japanese and Taiwanese. Since the normal education system adopted such a dual system for both Japanese people and Taiwanese people, it was divided into two different schools─the normal department of the Japanese Language School, which is to train the Japanese teachers of higher education level, and the Taiwanese normal school, which is to train the Taiwanese teachers of lower education level.In 1902(Meji 35th), the Taiwanese normal school was merged into the Japanese normal department of the Japanese Language School, the Japanese normal department for training the Japanese teachers was called as A division, and the original Taiwanese normal school for training the Taiwanese teachers was called as B division. The two institutes originally established with different purposes for Japanese and Taiwanese were then became two different divisions for Japanese and Taiwanese teachers in one institute.In 1910(Meji 43rd), in order to train the elementary school teachers for the Japanese children’s elementary schools, an elementary normal department was added to the Japanese Language School. However, in a period of nine years from 1910 (Meji 43 rd) through 1918(Taisei 7th), there was always only one class of students of the elementary normal department and two classes of students of the A division. In contrast with this, the B department for training the Taiwanese teachers was enlarged to eighteen classes in the above mentioned nine years. Therefore, the Japanese Language School, originally designed for training the Japanese teachers, after combining with the normal school which was originally designed to train the Taiwanese teachers, gradually became the major institute for training the Taiwanese teachers.
