The“Industrial Human Resource Investment Program”is one of on-the-job-training programs in Taiwan since 2007. This program provides diverse practical training courses, which hope to enhance the competencies of employed workers, to meet the labor market’s requirements and support industrial development. With the different training institutions, the program is divided into the“Industrial Human Resource Investment Project”and the“Labor Independent Learning Project”. The main goal of this study is to evaluate the overall performance of the“Industrial Human Resource Investment Program”and to describe the specific features of the two projects. This study completes a literature review of domestic and overseas case studies, uses database of approximately 330,000 workers who enrolled in the labor insurance system from 2017 to 2020 for quantitative analysis, and conducts in-depth interviews of the program participants, including courses committee members and training institutions. The final recommendations for the program are to strengthen person-industry fit, design the curriculum map of the course, and push ahead on“key industry training course”policies. |
