Professor Wei-fan Kuo was the first person in Taiwan receiving a doctorate in special education from the University of Paris in 1967. He devoted himself to theoretical research and practical promotion, and has won the reputation of the Pioneer of Special Education in this country. From 1978 to 1984, Professor Kuo served as the president of National Taiwan Normal University, advocating himself with all efforts to humanistic education. He was the first minister, with an educational background, of Ministry of Education during 1993-1996. Within his serving time, he had a profound impact on Taiwan’s education reform since the martial law got lifted. He put forward Taiwan’s first report on Education for Physical and Mental Disabilities, revised important education laws, such as University Law, Teacher Law, Law for Teacher Education, Vocational Education Law, Grades 1-9 Curriculum Guidelines of 1998 version. During 1988-1993, Professor Kuo served as the chairman of the Council for Cultural Affairs, laying a foundation to set up Ministry of Culture later. From 1996 to 2001, he was appointed as the chief diplomat to the Netherlands and France. At that time, he promoted the first Biennale de Lyon, dedicating to cultural exchanges with Europe. In 2011, he was awarded the Order of Brilliant Star with Grand Cordon by Taiwan President. In the same year, he also received the Legion of Honor awarded by France government, highly affirming his contributions to the culture exchange of Taiwan, France, and the world. In 2023, Institute of Taiwan Education Studies granted him with the first Educational Research Lifetime Achievement Award recognizing his significant contributions to the in-depth study of educational theories and the promotion of educational reform in Taiwan. |
