線上勞務平臺設計與經營之研究：雙邊市場與評估研究的理論應用

Research on Design and Operating of Labor Service Platform: Theoretical Application of Evaluation Research and Two-sided Market

隨著平臺經濟興起，除了勞動者可以經由平臺接案以獲取勞務報酬外，勞務需求者亦能透過平臺找尋到即時的勞動力。因此不少中小企業為了要降低人力成本，紛紛開始透過非典型的僱用型態以滿足勞務需求。然而，勞務平臺的產生看似滿足了勞務供需雙方，但事實上媒合過程仍存在諸多風險。有鑑於此，本研究希望透過「包案網」的平臺設計解決上述問題。具體而言，本研究將透過雙邊市場與評估研究法的概念，作為平臺設計的邏輯基礎，進行平臺設計與商業模式發展。研究結果顯示，目前的市場環境確實適合本平臺營運。最後，本研究根據研究結果提出理論與實務意涵，提供研究者與業者相關建議。

With the development of the platform economy, in addition to laborer can obtain remuneration, labor demander also can received immediately labor force through the platform. In addition, many SMEs have begun to satisfy labor demander through atypical employment patterns in order to reduce labor costs. Thus many SMEs can be increased the convenient of temporary labor through the labor platform. This business models seems to meet labor supply and demand sides, but in reality, it will cause many of risks in the matching process. In order to solve the above problems, the study designed an “outsourcing” website. This study used two-sided market and evaluation research as a theoretical basis, developed platform design and business models. The research results show that the current market environment is indeed suitable for the operation of “outsourcing” websites. This study proposed theoretical and practical implications based on the findings and provide relevant suggestions for researchers and business runners.
