“特殊與差別待遇”條款改革的分歧與對中國的方案建議

Divergence over the Reform of 'Special and Differential Treatment' and Proposals for China's Position

關於發展中國家在WTO框架下享有的特殊與差別待遇的爭論由來已久，並隨著多邊貿易體系的進一步發展，變得更加複雜，其重要性也越來越突出。發達國家與發展中國家對特殊與差別待遇的改革持完全相左的意見，矛盾十分尖銳。為解决目前膠著的該項改革僵局，推動多邊貿易體系的發展，本文基於各方面的改革方案，立足中國的特殊地位，提出兼顧發展性與一致性需求的折中方案。

The issue of Special and Differential Treatment (SDT) of developing countries in the WTO system has been a subject of debate for a number of years. As the international trading system has developed over time, and grown more complex, the importance of SDT reform has increased. The study reviews the different perspectives from the developing and the developed members and analyses the actual and potential effects of existing provisions. Based on the necessity to break the deadlock, this study also brought up some solutions for how to improve the current system considering China's specific position. With this study we wish to contribute to the international discussion on these issues in the framework of WTO and the international governance system at large.
