The so-called fourth industrial revolution is based on new paradigm as data science. Therefore, data have been claimed by many as the most valuable asset in 21st century. Many countries are facing the challenge of how to make the best use of data and also protect the personal privacy or dignity. This article analyzes the data governance issues through twofold approach. On the one hand, we should understand the new meanings and value of data from a perspective of technology and law. On the other hand, data governance is embedded into an emerging new world order, which has the background of China’s rise. Based upon this twofold analysis, this article concludes with suggestions for Taiwan’s future data governance policy. Firstly, Taiwan should launch its national data governance strategy, following with the establishment of Digital Development Department. Secondly, Taiwan should leverage its strength on semiconductor manufacturing to engage the international negotiations. Afterall, Taiwan is on the front of the threat of digital totalitarianism. |
