In order to improve administrative effectiveness in response to national development and future social trends, the government must adjust the current business functions and organizational structure. This kind of organizational restructuring is often part of governance reform. More than ten years have passed since the Organizational Act of the Executive was promulgated and implemented on February 3, 2010. The Executive Yuan sent a letter on March 25, 2021 to the Legislative Yuan to review the draft revision of the Organizational Act of the Executive. The Ministry of Education was not listed in the draft as a target for restructuring. However, some legislators, scholars and experts suggested that the Ministry of Higher Education should be established to meet the country’s human development needs. This paper analyzes the value and problems of the establishment of the Ministry of Higher Education in order to provide a reference for the decision-making of the establishment of the Ministry of Higher Education in Taiwan. It also analyzes the current status of the educational administration systems of Taiwan and other major countries to understand how the Ministry of Higher Education can be set up. |
