The Implementation of the Interagency Food Safety Management Program in 2019

為提升地方食安管理資源，行政院於108年責成衛生福利部結合行政院農業委員會、經濟部、行政院環境保護署及教育部共同研訂「108年獎勵地方政府落實推動食安五環改革政策計畫」，藉由中央跨部會整合導引及競爭評比機制，並以中央特別統籌分配稅款挹注，激勵各地方政府強化食安相關管理作為。計畫共核撥新臺幣5億元予表現績優之地方政府，透過計畫執行，除敦促中央與地方協力精進食安措施外，有效促進各地方落實中央食安管理政策並推動在地特色食安管理，各地方投入食安管理之經費亦有所成長，整體提升食安管理品質與量能。未來將滾動式調整獎勵方案，已完成階段性任務之工作將逐步回歸至常態性政策管理。

To upgrade the capacity of local government food safety self-management, the Executive Yuan injected local government resources through the ''Special Centrally-Funded Tax Revenue'' in 2019, and instructed the Ministry of Health and Welfare, the Council of Agriculture of the Executive Yuan, the Ministry of Economy, the Environmental Protection Administration of the Executive Yuan, and the Ministry of Education to jointly conduct the ''2019 Rewarding Local Governments to Implement Food Safety Management Program''. By means of interagency resources integration, central guidance, and competition appraisal mechanism, the local governments were inspired to strengthen food safety management. We allocated NT$500 million to the local governments who had outstanding performance. By implementing the program, the central and local governments were urged to cooperate to improve food safety measures; also local governments effectively implemented the central food safety management policies and promoted food safety self-management in line with local characteristics. Besides, the budgets invested by local governments in food safety management have also grown. The quality and capacity of the food safety and sanitation management system have been improved. In the future, we will continue to adjust the programs by the roll planning method, and the scheduled milestone that has been accomplished will gradually return to regular policy management.
