It is stated by the Ministry of Culture in the first issue of the 2016 revision of the Cultural Heritage Preservation Act that ''to be in line with international standard''. Moreover, ''systematical'' text is incorporated into article 4 to declare that this country would promote conservation policies from a broader and integrated perspective. According to the Legislative Relations documents, it is an essential policy announcement to describe ''systematical'' concepts and contents of ''Serial Properties'' in the World Heritage System. It also provides multiple cross-fields and related heritage to integrate mechanisms at the level of value awareness, preservation and management. The World Heritage System has been promoted serial properties during the past 40 years. The developments and evolution of its intention, the definition of cross-fields correlation discourse, the implementation procedure and its normative requirements can provide a solid reference for promoting this vital cultural policy in this country at the conceptual and the practical levels. The evolution of the series of world heritage-driven heritage, including background, domain, benchmark and its interaction with the development of world heritage are firstly discussed in this paper. Furtherover, using the target of serial characteristics at The World Heritage Sites, the concept of serial properties concretely is imported into the implementation ground in this paper. Results of the research show that, through the 6-stage evolution more than 40 years, the serial properties is not only a specific category but more into a response to cultural multiple, diversity of trends, idea and implementation strategies. Through conceptual thematic discussion, the cultural and natural heritage of the related cross-fields domain will be integrated through the integration of groups, showing a higher overall value. By establishing common management strategies and mechanisms, cultural spatial governance for cross-domain integration is established. Of the 37 New World Heritage Sites to be registered on 2021, July 28 have the characteristics of a serial property sites, clearly illustrating this important trend. Sum up above, some suggestions are proposed for the implementation of serial properties into the cultural preservation system. |
