The COVID-19 pandemic has posed significant challenges concerning the governance of mandatory vaccination and vaccine passports as democratic countries have moved towards a “ new normal.” This paper first discusses the feasibility of mandatory vaccination and elaborates on the related issues of fundamental rights protection. It then examines the design of the forms and effectiveness of vaccine passports and, with reference to international systems and commentaries, analyzes concerns about equity, privacy, and indirect compulsory vaccinations. This paper aims to present an evaluative framework and to broaden our imagination when it comes to discussions of mandatory COVID-19 vaccination and the vaccination passport system in Taiwan. |
