U.S. President Joe Biden’s national security strategy aims to preserve the dominance of the “rule-based international system” while confronting the asymmetric advantages of competitors or potential adversaries in the “gray area.” This article argues that the U.S. seeks to uphold existing rule-based norms and principles, including military transformation and infrastructure strengthening. The U.S. is strengthening its “strong military” approach to military transformation, building a strategic framework in the Indo-Pacific region with integrated deterrence as the cornerstone, and cooperating with allies and partners toward building interoperability in military alliances. However, after the Russian invasion of Ukraine, we need to pay more attention to China’s role and changes between the U.S. and Russia, and whether the U.S. will revise its perception and policy toward China. |
