"Currently,there are ambiguities in the use of the concept of regulatory cooperation in both theory and practice,and the lack of consensus on the concept leads to bias in the use of the concept.On the one hand,not only the concept of regulatory cooperation at the theoretical level is defined differently from different perspectives,but also differs depending on the scene in practice.Meanwhile,the concepts in the two levels of theory and practice cannot form a connection.On the other hand,the relationship between the concept of regulatory cooperation and similar concepts such as regulatory coordination and good regulatory practice is lack of explanation.The situation is caused by the lack of an integrated concept,which essentially reflects the lack of understanding of regulatory cooperation.By deconstructing the elements of regulatory cooperation,it is helpful to reconstruct a regulatory cooperation concept that integrates theory and practice,and the relationship with other concepts is thus clarified." |
