"The formulation and implementation of teaching policies in the education reform is the main key to the success or failure of the education reform. Teachers themselves are the protagonists in the implementation of the teaching policies. Without the practice of teachers' teaching policies, the education reform will easily become empty talk. The main purpose of this chapter is to discuss the changes and implementation issues of teaching policies in the education reform from the perspective of teachers’ teaching understanding and practice. The content includes explanations of teaching policy propositions and evolution, teachers’ understanding and practice of education reform, and relevant teaching policies.
