高中畢業生出國留學成因與對策之研究

A Study on the Causes and Strategies of Studying Abroad for Senior High School Graduates

隨著少子化的衝擊，國內高等教育生源日益減少，部分大學面臨經營危機的挑戰；而國內高中畢業生出國留學日漸增加，且畢業於菁英高中的「優秀學生」出走現象尤為明顯，此亦不利於國內高等教育發展，因此，有必要透過系統性研究，了解高中畢業生出國之原因及對策。本研究目的有二：一為了解高中畢業生出國留學的原因；二為探討高中畢業生出國留學的因應對策。研究採用訪談法，就12位利害關係人進行個別訪談，獲致6項結論，例如：高中畢業生出國留學原因，學生的看法偏重於自己的需求、期望和興趣，家長則認為可拓展國際視野和提升競爭力；而學校對於準備出國留學的學生，採取輔導措施包含提供國外大學留學資訊、介紹申請流程及協助學生做好出國學習與生活的準備等。並依結論提出發展國內大學特色，提升大學國際競爭力對策等4項建議。

"Owing to the influence of Taiwan's low fertility rate, the number of students in domestic higher education is decreasing, and some universities are facing the challenge of management. In addition, more and more high school graduates studied abroad, and thephenomenon of 'outstanding students' who graduate from elite high schools is particularly obvious, which is not conducive to the development of higher education in Taiwan. Therefore, it is necessary to explore the reasons and countermeasures for high school graduates to study abroad through systematic research. There were two purposes of this study: （1）To analysis the reasons why high school graduates study abroad. （2）To discuss the countermeasures for high school graduates to study abroad. In-depth interview method was adopted in this study, and the individual interviews with 12 stakeholders were conducted. The six conclusions were such as follows: 1. The reason why high school graduates studied abroad for students tend to focus on their own needs, expectations and interests, while parents believe that their children can broaden international vision and enhance competitiveness. 2. High schools provide information about foreign universities tutoring measures, introduce the application process and to help the students ready to study abroad for learning and life. Accordance with the conclusions, four suggestions such as: To develop the characteristics and promote the competitiveness of the university in Taiwan were proposed."
