"Talents are the first resource, and the introduction and development of talents cannot do without policy support. This study uses comparative research methods to compare and analyze a series of high-level talent introduction policy texts released by China's Guangdong Province and Jiangsu Province in recent years. The study found that: (1) Guangdong Province and Jiangsu Province have different standards for talents. The former has clear standards for the identification of talents, while the latter defines six types of talents. The first three categories are high-level talents, and the last three are high-end, senior, intermediate and junior talents. (2) The talent introduction policy system of the two provinces is continuous and progressive, and the current status of the formulation of laws and regulations is holistic and pertinent; the talent introduction policies of the two provinces include the development of regional talents, and the introduction of talents from outside the province and overseas High-level talents and teams. (3) The two provinces' talent introduction fund subsidies are higher in Guangdong Province than in Jiangsu Province. Guangdong Province's subsidies are as high as RMB 10 million or more, and subsidies are higher than 15% of the personal income tax burden. (4) The difference in GDP between the two provinces in the past five years is gradually increasing the distance between each other, the GDP of Guangdong Province is higher than Jiangsu Province, the per capita GDP is higher in Jiangsu Province than Guangdong Province." |
