Since that the Static-99 repeat risk assessment scale for adult male sexual offenders had established in 1999, it has been widely favored by the international community. And Taiwan introduced it into the criminal justice system more than a decade ago to assess the risk of recidivism for adult sex offenders. However, as far as practical observations are concerned, the current Static-99 transposed Taiwanese version is a literal translation of the meaning of the sub-topics in English, and ignoring the differences between Common Law System with Taiwanese regulations. It’s too brief in the description of the scoring criteria. Moreover, Static-99 has been revised many times, but the Taiwanese version has not been adjusted with the times, leading to many errors in the evaluation results. Therefore, the author traced the cases of sexual assault that ended from 2015 to 2017, through summary statistics and criminal investigation results, to verify that the current practice field generally neglects the assessment of the risk of recurring sex offenders. Than and the relevant parole review is also lower the threshold, follow-up community corrective measures also produce contradictions. In view of these, this article goes back to the original intent of the Static-99 operating guidelines, and proposes the concept of transposing the “Static-2020TW” Scale based on the latest revised version of it in 2019 to provide a reference for Corrective Administration, Social Administration, Medical Administration and Police Administration. Moreover, I hope to improve the local profession of risk assessment for adult sex offenders. |
