臺灣文創的轉機──以臺中軟體園區為例

The Opportunity of Taiwanese Cultural and Creative Industries-Case of Taichung Software Park

我國將抽象的「文化軟體」視為國家建設的重大工程，推動「文化創意產業發展計畫」，期望藉由開拓創意領域，結合「文化」、「創意」、「產業」此三面向進行發展，創造高附加價值的經濟效益，為臺灣帶來新的發展潛能與商機。在數位內容產業方面，隨著家用寬頻及行動上網的普及，使該產業發展日益快速，其具有發展知識經濟與數位經濟雙重指標意義，因此該產業的發展，已成為現今許多國家所重視的議題。本研究主要採個案研究方法，透過實地訪查以及次級資料，應用5P理論（Policy, Person, Process, Place, Product）研究臺中軟體園區之發展。臺中軟體園區為經濟產出帶來了一定的成長，但在文化層面上，該如何與當地的歷史文化做連結，以及將舊有的歷史文化建築與現代的思維風格做適當的融合與再現，值得文創參與者來思考。另外在數位的層面上，作為一個文化創意與數位內容產業結合的園區，該如何充分運用流行的科技技術，以符合現代發展趨勢，亦為文創參與者的重要課題。

Taiwanese government deems cultural software as an important national program, and rolls out national policies for developing cultural creative industries, hoping to create high add-on value through combing culture, creativity, and industries. Among the industries, digital content industry is most promising because it takes the pivotal role in developing digital economy and knowledge economy, and has caught much attention of many governments worldwide. To explore Taiwan's opportunity in this trend, this study applies 5P (policy, person, process, place and product) theory of cultural creative park as an analyzing framework to examine the five aspects of development of Taichung Software Park, and compares it with similar parks in China and UK. The results suggest the administration of Taichung Software Park should enhance the park's cultural linkage with its tradition of old Japanese tobacco factory and leverage more modern digital technologies in planning activities.
