Why the Coffee lost its flavor? The Failure Causes of the Grand Reconciliation Between DPP and NP in Late 1995

1995年底民進黨與新黨在立法院咖啡廳所進行的會談，是國內最早政黨大和解的實驗。原本立意良好的民、新大和解運動，目標是為消弭長久以來侵蝕社會情感的族群問題與相關政治矛盾。但在政治實踐的過程中，最後卻落得失敗的下場。其主要原因在於兩黨國會總體席次的不足，和國家認同的意識型態差距過大，導致原本所設定的政治目標皆無法達成。其次，在民進黨內部，各種努力與行為者為取得主導權而隨時進行鬥爭；加上政黨結構又趨向分散與分權，無法針對大和解與相關議題取得共識、並造就凝聚力時，政黨結盟便容易走向失敗。

The Grand reconciliation between the Democratic Progressive Party(DPP) and the New Party(NP) in the Legislative Yuan in late 1995, was the earliest experiment in Taiwan political party history. Originally, the purpose of this reconciliation was to eliminate the racial and political conflicts of social life; but finally, it got a failure in political practice. Fist, the main causes of failure that the congressional seats of two parties were not enough, and their ideology difference of national identity was too huge, so the purpose setting was not to achieve. Second, in DPP, the forces and behaviorist were to fight for the dominate power; the party structure was too disperse of powers, it could not maintain the consensus and coherence on the reconciliation issue. Finally, the coalition of party was easier to be a failure.
