Incrementalism and Political Dispute: An Analysis of DPP Government's Open Policy on China Tourists to Taiwan

本文主題為民進黨政府（2000年至2008年）的開放大陸客來台觀光政策。發現其具有漸進調適的特徵，而其中也有政治糾葛問題。可以預測的是，政府的兩岸政策，基本上都具有此特徵與難題。因為對政府而言，兩岸政策無法完全操之在我；而且兩岸所涉及的問題，都是長期性、根本性與難以解決的政治問題。

The topic of this article is DPP government's open policy on China tourists to Taiwan since 2000 to 2008. It finds that this policy has the incrementalism feature and political dispute problem. By this argumentation, it predicts that Taiwan government's cross strait policy also has this feature and difficult problem. Because the cross strait policy is not handled by myself; and it concerns the long-term, basic and unsolved political issues.
