文物普查個案執行紀實──以民國三十八年以前教育類國家檔案為例

Implementation of a General Survey on Cultural Heritage Collections—A Case Study of the Archives of Education Before 1949

檔案刻劃政府施政的軌跡，是政府組織執行公務的重要紀錄，更是第一手官方資料。國家發展委員會檔案管理局（以下簡稱檔案局）為我國檔案中央主管機關，掌理國家檔案徵集、整理、典藏、應用等管理作業，國家檔案之典藏量，截至民國一○八年八月止，已逾23公里，為便捷各界應用，爰將國家檔案分為府院政策等25大類，其中教育及體育類之典藏量約計590公尺。檔案局現所典藏之教育類國家檔案，以民國三十八年以前產生者為大宗，極為珍貴，然該批檔案因歷經戰亂、遷移等因素損毀甚多，亟待投入各項資源進行整理普查工作。檔案局典藏之民國三十八年以前教育類國家檔案約計11,798案，為妥善保存我國早期教育發展史料、提升是批檔案之可及性，俾使外界得以充分研究運用，檔案局於民國一○五年向文化部文化資產局研提「民國三十八年以前教育類國家檔案普查登錄及調查研究計畫」，爭取計畫資源之挹注，進行該批檔案清查、整理與詮釋資料之建置，並完成普查登錄工作，期能完整記錄檔案基本資料及保存現況，作為後續保存維護之基礎素材，並增進外界對於該批檔案查檢運用之便利性。本計畫為期兩年，各項工作目標均已順利達成，本文謹就此文物普查個案之執行始末作一概述與回顧，以饗各界。

The education archives prior to 1949 are preserved by the National Archives Administration and total 11,798 files. In order to properly preserve these historical materials (which document the development of education in Taiwan) and to improve the accessibility of the archives, the National Archives Administration has proposed the“The Survey, Registration and Investigation Research Project of Education Archives Before 1949”to The Bureau of Cultural Heritage to secure resources to survey their condition and create an inventory. The aim was to complete registration, create metadata, and establish a complete record of the basic information and the status of the archives as the basis for subsequent preservation and maintenance. Ultimately, the public will have greater access to the archives for future research. The two-year project has successfully been completed. This article summarizes and reviews the implementation of this survey.
