我國數位典藏產業化現況及未來發展策略建議

Taiwan's Status Quo of Industrialization of Digital Archives and Suggestions for Future Development Strategies

世界各地文化遺產，蘊含豐富資源，典藏產業化發展較為完善的國家—美英法，在西元2008年全球前五大文創出口國中，均名列前茅，其擁有世界知名法國羅浮宮、英國大英博物館與美國紐約大都會等大型博物館。由資料可知，指標型博物館產業化對該國文創商品發展極具影響力！我國於民國91年開始推動數位典藏與數位學習國家型科技計畫，並於98年推動數位典藏產業化，已建立多元授權機制及發展加值應用模式。未來，典藏產業化價值鏈之上游若再具備完整授權環境，素材可充分授權釋出及應用，則中下游之產值將可望呈現倍增成長。本文將提出針對人才面、機制面及服務面等具體建議和未來發展說明。

There are abundant resources in cultural heritage around the world. The United States, Britain, and France, are among the world's top five countries in cultural and creative merchandise exporting in 2008, The focus on industrialization of holding in those countries, including Paris Louvre Museum, The British Museum, The Metropolitan Museum of Art New York, has great contribution on the development of cultural and creative merchandise. It is revealed from the research that the industrial development of the major museums has a great influence on the development of the cultural and creative merchandise! Taiwan e-Learning and Digital Archives Program has been promulgated from 2002, and the industrialization of digital archives has been promoted from 2009. Taiwan has established the regulations for multi-licensing and developed the applied models of value addition. If there is a perfect licensing condition for the upstream of value chain of industrialization of archives, plenty of sources and materials will be fully licensed to be released and applied, and the output value of midstream and downstream of value chain will grow double in the future. This article will offer proposals and illustration of the future development of human resources, regulations, platforms, and value-added in the industrialization of digital archives.
