電子公文檔案格式新標準芻議

Suggestions for the Standard of Electronic Official Document Formats

本文針對電子公文檔案格式標準提出一個新的並行標準初步建議，此一新標準可與現行標準並行不悖，更能符合電子公文檔案管理的真實性、完整性、可及性、以及互通性的目標，而且對於電子公文檔案長期保存方面也具有深遠的意義。依據新標準開發系統，不僅可大幅降低技術障礙，節約人才培訓與維持成本，更可為日後發展電子公文外陳外會奠定成功基礎。

In this paper, one new standard is proposed for the management electronic official document formats. This alternative one can be co-existed with the current standard and better meet the requirements for the management of electronic official document, including authenticity, integrity, accessibility, and interoperability. It also has profound benefits to developing the management of electronic records for long-term preservation. It can reduce technical obstacles on the development of systems by applying the new standard. In addition, it is economical of costs and maintenance. Moreover, the standard can lay the solid foundation for developing systems for circulating and approval of electronic official documents among government agencies.
