Tsen-wen reservoir was the second large-scale developing project of water conservancy infrastructure after the completion of Shimen reservoir in Taiwan. The functions of this water reservoir construction project consist of agricultural irrigation, flood prevention, public water supply and hydroelectric power. Not only does the project contribute a lot to agricultural development and water resource exploitation in southern Taiwan, but also the technology development of large scaled dam construction in Taiwan. According to this project, the capability of autonomy design and expertise on large dam construction was established. It also benefited those labors in the pioneer period who had received support and training from government, therefore RSEA (Ret-Ser Engineering Agency) was capable of growing and developing rapidly. It was valuable and era-defining that this project helped RSEA Corporation in construction technologies become a world-class construction company. This study is based on many administrative records of Tsen-Wen reservoir construction collected by National Archives Administration. Additionally, this article also refers to related books, articles, memoirs and research, which is written from the perspective as one of the project member being received related training worked for various units of this project. This article attempted to present the growth of construction technology of Taiwan in modern large dams progressed gradually during the project execution. Furthermore, how RSEA could upgrade whole-scale construction technology tremendously was explored in this paper. Readers may understand the profound relations between the construction of Tsen-wen reservoir and Taiwan's large-dam construction technology after the Word war II and its impact and significance on the RSEA by reading this article. |
