臺灣省議會對臺灣民主憲政發展的啟發與策進

Taiwan Province Council toward Enlightenment and Promotion for Taiwan Democratic Constitutionalism

本文旨在介紹臺灣省議會近半世紀的民主憲政發展貢獻；涵蓋臺灣省議會在中華民國國會長期不改選的動員戡亂時期，係真正能代表臺灣最新民意的民意機關。儘管臺灣省議會僅係半自治下地方民意機關，但其議員無論在朝在野，皆以最高志願參與議會政治，並且皆能在本著落實臺灣地方自治以及促動民主國家憲政發展的最高目標，進行問政。彼等所提出之政治主張，諸如：民主化議事規則、開放言論自由，乃至核准集會遊行，認可組黨、開放報禁等，在當時皆屬政治禁忌，卻無視當權者之政治威脅，全力策進，建構臺灣政治人權，足可供後來者參考，當然長達半世紀的政治發展，將是中華民國一百年非常重要與關鍵的民主發展經驗。

This paper analyzed the political achievement of Taiwan Province Council during 50 years ago. Taiwan Province Council was a local legislature and represented the democratic constitutionalism of Taiwan in the past. Taiwan Province Council not only had played the role of Taiwan's public opinion, because of term election, but also become Taiwan political elites to participate prime political mechanism. If we have studied Taiwan Province Council history, we can see many positive political activities as for: 1. Taiwan Province Council was very important benchmark of political democratization. 2. Taiwan Province Council had promoted local democratic development in the past. 3. Taiwan Province Council and its predecessor (province Quasi-council and Ad hoc-council) had many historic achievement for Taiwan Constitutionalism.
