The author takes the Records of the Committee of CUSA (Council for U.S. Aid) from 1958 to 1963 as an example to examine the historical value of the minutes of meeting from the Chen Cheng Collection. Chen was the former Vice President of ROC, and in charge of CUSA during that period of time. By appointing Yin Zhong-Rong as the Vice Chairman of CUSA and assembling the Committee every month, Chen showed his intention to make decisions based on consensus reached after full discussion with financial staff. There are over fifty meetings in which many U.S. aid projects were discussed and approved within five years. Because of the success of those projects, Taiwan got great achievement in economic development. Chen valued the meetings, made effort to hold them in person, took part in discussion, and provided general directions. Detailing all of the agenda data, processes and resolutions about U.S. aid projects, the Records of the Committee of CUSA therefore hold high historical value for studies about Chen Cheng and U.S. aid. |
