英文摘要	The purpose of this article is to explore the concepts and methodologies of functional appraisal on records, and to discuss the propagation experience and characteristics of functional appraisal practices in several advanced countries. Finally, the paper evaluates the effectiveness of functional appraisal operation and also proposes suggestions regarding the future development of the system.
