Taiwan government launched the National Digital Archives Program in 2002. The first 5-year term ended at 2006. The second 5-year term started early 2007. The objectives of the first 5-year project were: (1) To preserve national cultural collections and to revitalize cultural heritage and cultural development; (2) To boost Taiwan's economy based on the above digitized cultural heritage. For fulfilling the goals, the project office planned five divisions. They were: content development division, technology R&D division, applications & service division, training and promotion division, and operations management division. The project office also invited some institutes such as National Palace Museum, National History Museum, and National Science Museum, etc., to enrich the sources for content development. The establishment of a technology R&D division is for collecting various requirements of digital multimedia archiving, transmission and capturing. Taiwan was one of countries that conducted digital archives at very early stages. Therefore, we did not have many ready technologies for archiving and capturing. For overcoming the difficulty, we set up a research team in the division. The team has invented many important products for past years, of which some results were categorized into world class achievements, such cocktail watermarking, dissolvent video shot detection and the technology of visual guiding with tree dimensional grid segmentation. In this paper, we shall put our emphasis on the effort of the technology R&D division. Some already developed advanced digital archives-related technologies will be introduced. |
