金檔獎與機關檔案管理制度的發展

The Influence of Archives Management Quality Award on the Development of Records Management System in Taiwan

檔案法施行已逾四年，金檔獎獎項的頒予亦已屆三年，由於此獎項的推動帶動了檔案人員、單位主管與機關首長對檔案管理的重視，其指標性與引導作用亦緊繫著各機關檔案管理制度推動的重點與資源投入的優先順序，本文由檔案管理的制度規範，對照三屆機關檔案管理金檔獎評獎情形，分析各機關檔案管理推動狀況，期能從脈絡發展的痕跡中，歸納未來發展的重點，讓我國檔案管理制度透過績效評核及獎勵制度更加落實地邁向正軌。

It has been more than 4 years since the Archives Act was enforced on January 1, 2002 in Taiwan, and the Archives Management Quality Award seems to have steered the development of government agencies' records management system and the priority of resources allocation for 3 years. Based on the participation of performance evaluation activities held on site, this article tries to analyze the evolvement of government agencies' records management system among 3 years. Several recommendations for future strategies are concluded.
