An old Chinese saying is,“Laws can not prevail by themselves alone''. It has been more than three years since the promulgation of the Archives Act; however, in practice there are still many obstacles to overcome. In addition to professional personnel and storage space which can not be developed quickly, one obstacle is implementing the process which verifies record destruction. The basic assumption of this article is that decisions about the value of preserving an archive hinge on its ability to be reused. This article reviews laws and procedures, regarding record retention and destruction, adopted since 1949. Then, based on the hierarchical level of the laws or procedures, it comparatively analyzes the impact of the changes in the file management system. Finally, the article makes some suggestions for future amendments. |
