美、英等七國檔案管理體制比較

The Comparative Study of Archival Management Systems Among Seven Countries

本文係探討各國的檔案管理體制，並進行比較，共包括七個國家：美國、英國、法國、澳洲、日本、新加坡、中國大陸等國。首先敘述這七國的檔案管理體制，包括各國的檔案管理主管機關與國家檔案館的設置。其次，對此七國的檔案管理體制進行比較，項目有：一、各國檔案主管機關名稱、隸屬、層級、體系等項；二、各國檔案典藏管理單位設置情形；三、各國屬於中央政府永久保存檔案管理方式；四、各國地方政府設置檔案管理之機關。最後，對於比較的四個項目整理列表，以分析各國檔案管理體制之異同。

The paper discusses archives management systems in seven countries, i.e. United States, United Kingdom, France, Australia, Japan, Singapore and mainland China. The archives management systems of these countries are described mainly on the setting up of the archives authority-in-charge and national archives. Furthermore, the paper discusses the following elements: 1. the title of the archives authority-in-charge, administrative relationship, hierarchy and systems; 2. the establishment of the archives preservation; 3. the management of permanent records; 4. the archives management agencies which set up by the local government. Finally, a table is given to analyze the similarities and differences among these seven countries.
