Performance indicator is a variable, which has the characteristics that changes in its values to reflect the level of success of an institution, an organization or an individual. Along with the establishment of National Archives Administration, archives management of our country also gradually steps to a systematical progress. According to the Archives Act, the National Archives Administration has the responsibility to impel the central government and the local agency on the records management related services. How the National Archives Administration draw up a set of objective, representative and qualitative performance indicators, will have profound influence regarding the future development on archives management. This paper is to discuss the meanings and functions of performance indicators, and to explain how to establish a set of comparable performance indicators for archives management by referring to comparative performance measurement. Finally, taking the Golden Archive Award evaluation work of the year 2003 as the example, which was held by National Archives Administration, to propose and discuss an ideal of archives performance indicators for Taiwan government. |
