檔案管理績效評估指標之建立

Archives Performance Evaluation and Indicators

評量指標乃是以一個數值的變化，具體反映出一個機關、組織部門或個人成就的水準或現況變化。隨著檔案管理局的設立，我國檔案管理也逐步邁向制度化的進展。依檔案法規定檔案管理局負責推動中央與地方機關檔案管理的相關業務。因此檔案管理局如何制訂一套具有客觀性、代表性與可量化性的績效評量指標，對未來機關檔案發展將有深遠的影響。本論文探討績效指標意涵與功能，並參考比較績效評量法，說明如何建立具有比較性績效指標。最後以九十一年度機關檔案管理金檔獎的評選為例，探討如何建立我國檔案管理的績效指標系統。

Performance indicator is a variable, which has the characteristics that changes in its values to reflect the level of success of an institution, an organization or an individual. Along with the establishment of National Archives Administration, archives management of our country also gradually steps to a systematical progress. According to the Archives Act, the National Archives Administration has the responsibility to impel the central government and the local agency on the records management related services. How the National Archives Administration draw up a set of objective, representative and qualitative performance indicators, will have profound influence regarding the future development on archives management. This paper is to discuss the meanings and functions of performance indicators, and to explain how to establish a set of comparable performance indicators for archives management by referring to comparative performance measurement. Finally, taking the Golden Archive Award evaluation work of the year 2003 as the example, which was held by National Archives Administration, to propose and discuss an ideal of archives performance indicators for Taiwan government.
