國家檔案數位典藏面臨的挑戰與發展方向

The Development Trend of National Electronic Archives and Its Challenges

檔案的典藏主要在提供全民原始（original）、權威（authentic）且一致的第一手記錄，然而在數位時代，檔案管理機構如何能不因時間的移轉、技術的改變，而長久持續的提供原始、權威、一致性的資料與服務給民眾，是一極大的挑戰。本文主要介紹美國國家檔案及文件署（NARA）的電子記錄典藏計畫（ERA）、電子查詢計畫（EAP）及英國的檔案整合查詢計畫（A2A）有關電子檔案記錄典藏與服務的作法，供國內檔案主管機關參考。

The purpose of Archives is to supply the original, authentic and consistent documents to the public. However, in digital era, this purpose is difficult to fulfill due to the rapid technology changes. This article will introduce ERA and EAP of National Archives and Records Administration and A2A project of England. Their experiences will provide good references for National Archives, R. O. C.
