去蕪存菁：我國檔案銷毀與移轉制度之探討

Destroying and Transferring Records System in R.O.C.

為健全我國檔案管理制度，檔案管理局依「檔案法」授權研擬「檔案法施行細則」、「國家檔案移轉辦法」及「機關檔案保存年限及銷毀辦法」等相關子法，作為推行之依據。本文旨在探討我國檔案銷毀與移轉制度，首先揭櫫劃分檔案保存年限與辦理檔案鑑定之重要性，進而簡述國外銷毀與移轉作業之相關規定，並說明我國檔案銷毀程序與移轉作業之規定及具體作法，最後則提出配合是項作業之相關建議，期使各機關能儘早作業，共同推動檔案管理之新制度。

This article attempts to discuss the destruction of temporary records and transfer of permanent records in National Archives, R.O.C. First, it explores the importance of scheduling records and appraisal. It then discusses the destroying procedures and how to transfer permanent records to the National Archives, R.O.C. Finally it provides some suggestions for the government agencies in this field.
