檔案管理趨勢──國際標準、國家政策與策略性計畫

The Trends of Archives Management-International Standards, National Policy and Strategic Plan

因應全球化的競爭環境，國際標準組織已正式公告檔案文書管理國際標準，英美國家亦相繼制訂國家檔案政策與檔案策略計畫，以充分發揮檔案應用之各種價值。本文擬透過對世界標準組織公告的ISO 15489文書管理標準、英國政府檔案發展政策與美國國家檔案及文件署檔案發展策略計畫等文件內容，探討當前國際檔案管理事業發展。最後建議檔案管理局應適度參考國際文書管理標準研修我國政府文書管理作業規範，著手訂定我國檔案管理政策白皮書，以健全全國檔案管理制度，並促進檔案應用範圍，提升我國知識產業的發展。

The competition is getting keener in worldwide trade organizations by the globalization trends. Records and Archives are tremendous treasures for knowledge economy. International Organization for Standardization announced“ISO 15489 Information and Documentation-Records Management''in 2001, a newest international records management standard, to assist trade organizations to establish their record management system. The government of United Kingdom in 1999, proclaimed“Government Policy on Archives”to promote awareness of the importance of archives. National Archives and Records Administration (NARA) of America developed a ten-year archive management strategic plan in order to increase archive values. The article is to study the contents of ISO 15489, Government Policy on Archives of UK, and strategic plan of NARA, and finally provides suggestions to National archives, R.O.C.
