霸權體系的維繫：美國在波士尼亞內戰與科索沃戰爭中角色之比較

Maintenance of Hegemony System：The Analysis of United States in Bosnia Civil War and Kosovo War

國在二次大戰後形塑出影響力，形塑霸權的角色，並在經濟與軍事層面上維持不受挑戰之地位。本文以「霸權穩定理論」為基礎，尤其當霸權面臨衰退期之際，能否透過不同的策略維繫霸權體系？亦即，筆者試圖將美國對於波士尼亞內戰以及科索沃戰爭中的策略視為一套霸權國維繫體系的個案，究竟霸權體系在此種脈絡中，是呈現成長、成熟還是衰退？這衝擊著國際關係領域中理論與實際的比較性研究。最後，藉由本篇文章的論點來論證美國在歐洲事務上是採取何種策略，藉以保障其角色不受挑戰而式微，並證明美國霸權在世界局勢之地位仍居優勢與主導的態勢。

After Cold War, global governance becomes the important research field of international relations, especially the context of its formation, operation and impact on international community. Moreover, under the context, the hegemony system goes growing, mature or decline? It also makes a great impact on international relations theory and comparative political study. This article try to research hegemony system, and analyze how U.S. maintain its hegemonic role in 1992-1995 Bosnia Civil War and 1998-1999 Kosovo War.
