中國的「輿論戰」：理論發展與操控模式

China's ''Public Opinion War'': Theoretical Model of Development and Manipulation

2003年12月中共中央軍委會頒佈新修訂的「中國人民解放軍政治工作條例」裡，把「三戰」（心理戰、輿論戰和法律戰）列為解放軍未來作戰的重要項目之後，輿論戰的研究已經變成是中國解放軍研究的顯學。中國並據此把輿論戰施為場域擴展到國際社會，變成他在國際社會中「脫社入資」的重要工具。中國也藉由全球的輿論操控塑造他們所創造出來的價值意識，不只搶佔國際社會的發言權，也期望在國際權力版圖中塑造出一個「負責任國家」的大國形象。本論文的研究就從輿論戰的發展源起進行分析，並比較它跟美國「媒體戰」的異同，以黎清輿論戰的理論意涵。本文並以中國提出「和平崛起」到「和諧世界」的過程作為實例分析，希望能更清楚的理解中國在全球進行輿論操控的模式

In December 2003 the CPC Central Military Commission declared the newly revised ''The PLA Political Work Ordinance'' that defies ''the three warspsychological warfare, public opinion war and legal warfare'' as the People's Liberation Army's important issue in the future. ''The public opinion war'' has become significant research in the field of the People's Liberation Army study. China expanded their power to the international community by the application of the public opinion war, and manipulated the public opinion war as an important tool to break away from the social and close to the capital image. China also manipulated the public opinion worldwide to shape the sense of value that China created. It is not only to seize the voice of the international community, but also hope to create an image of ''responsible state'' during the international territory. This paper studies on the development of the public opinion war. To clarifying the theoretical meaning, I analyzed and compared it with the ''media war'' in United States. ''Peaceful rising'' to ''harmonious world'' that China advocated was an example for further understanding of the China's manipulating media model in the world.
