分歧的國家利益與歐盟整合的困境：以歐盟之中國政策為例

The Divergent National Interest and the Dilemma of EU Intergration：Case Study by EU's China Policy

本文旨在探索歐盟內部的分歧如何造成其外交政策的期望與能力中的實質落差。由於歐盟國家內部不同的經濟結構，政治利害關係以及地緣考量，而產生了彼此不同的國家利益，例如德國界定的國家利益與法國的大不相同。因此，本文將以兩個層次分析歐盟內部的分裂，分別是會員國層次以及歐盟層次。相較於其他歐盟統合的研究，以國家利益分歧的角度而出發是相當缺乏的，故本文將以訪談各會員國駐歐盟的外交官、歐盟執委會官員以及有實務經驗的學者為第一手資料，佐以大量的文獻資料作為研究基礎，探索分歧的國家利益如何損害歐盟的對外關係，並以脆弱的歐盟對中國政策為分析案例。

This paper aims to explore how EU internal division causes a gap in EU foreign policy between expectation and capability. It will address the divergent national interest which stemmed from different economic structure, political concerns and georgraphic considerations. Thereby, EU internal division will be analysed at the hand of two levels：the member states level perspective of foreign policy are rare. Thus, there is a research gap that needs to fill up . Moreover, this paper will utilise the interviews to approach first hand material which have proved the divergent national interest harms the EU's external relations. The case study will be a fragile EU's China Policy.
