WTO農業談判有關市場開放議題對台灣稻米產業衝擊之模擬評估

Simulation Effects of Market Access Issues on Rice Industry in Taiwan

本文以台灣農業部門為基礎，應用數學規劃方法，針對市場開放此一WTO農業談判的重要議題之一，分別就可能的關稅配額擴大、或關稅調降、或關稅配額與關稅的不同組合進行模擬評估。其目的在於以模擬結果提供談判策略之參考，並以對於稻米產業的衝擊，評估對於整體農業部門的影響方向。

This paper applied mathematical programming to agricultural sector in Taiwan to evaluate import impacts of market access on rice industry in Taiwan. The market access is one of important issues in WTO Doha Round negotiation. No matter tariff reduction, TRQ expansion, or combination of tariff reduction and TRQ expansion, those proposals will have different effects on domestic price, production, and farmers income. This paper tries to simulate all kinds of scenarios relating market access on rice industry for providing more information with adopting negotiation strategies.
