The senior center is an important place for the elderly to participate in activities. This study proposes an environmental testing program based on the Japanese universal design concept. Investigating 13 senior centers in Taipei, the research conclusions are as follows: 1. The domestic senior center lacks the universal design of Japanese public buildings to focus on the "information device" considerations for visual, auditory, tactile and reactive messages, as well as the emphasis on "environment" and "security". 2. In the five items of mobile space, living space, information device, environment and security, the test results tend to be inconsistent with the universal design. The highest average value is 2.71 for mobile space, and the rest are in order by environment 2.69, living space 2.15, security 2.07 and information device 1.85.3. The planning of the senior center should not only be based on specifications that are stagnate in Barrier-free environment, but also it should be toward a comprehensive consideration design for all the elderly.
