網路涉眾型經濟犯罪的實證分析與應對舉措——以福建省廈門市為例

On Cyber Economic Crime involving Mass Stakeholders: Illustration by Xiamen City

本文在福建省厦門市網路涉衆型經濟犯罪三個維度的實證研究的基礎上，分析了當前網路涉衆型經濟犯罪的整體狀况、發展趨勢及形成原因；介紹了厦門市通過采取綜合措施治理網路涉衆型經濟犯罪的經驗和探索，對於采取金融風險防控預警平臺進行技術防範的具體操作原理進行介紹和反思；對於通過政府、行業、個人各個層面進行社會防控，通過行政、刑法“雙軌制”進行綜合治理的舉措進行分析和評價。

On the basis of a three-dimension empirical research on cyber economic crime involving mass stakeholders  in Xiamen city, Fujian province, this paper analyzes the overall situation, development trend and formation causes of the current cyber economic crime involving mass stakeholders. It introduces Xiamen’s experience and exploration in adopting comprehensive measures to control cyber economic crimes, presents and reflects on the specific operating principles of adopting the Financial Risk Prevention and Warning Platform for technical prevention. Social prevention and control through various levels including government, industry and individual, as well as the comprehensive management through “double-track system” of administration law and criminal law, are also analyzed and evaluated.
