節慶活動安全管理系統－－以人員受傷為例

The Construction of a Safety Management System for Festival Activities - The Case of Injury Emergency

本研究旨在建構節慶活動安全管理系統並應用於活動時之人員受傷事故，研究過程採用文獻中已發展之節慶活動安全管理之系統架構，並以半結構式問卷進行訪談，透過立意抽樣方式選擇七位具實際舉辦節慶活動經驗者，蒐集研究所需系統資料以建構系統。根據訪談結果，採用示意稿分析經受訪者再確認及三角檢定，以確認訪談內容之信效度並進行內容歸納，整理出系統建構之內容並將其結果應用於建置節慶活動安全管理系統。因地理資訊系統具有良好整體空間概念、資料整合、快速處理資料之呈現，並能提供決策功能予管理者，因此地理資訊系統適合於建構節慶活動安全管理系統。研究結果經受訪者評估，其認為節慶活動系統操作有助於維護整體節慶活動之安全，此外，系統需易操作且對於活動安全規劃需更彈性。本研究以人員受傷個案為例探討系統之完整性，研究結果可以提供主辦單位安全管理之參考。

The aim of this research is to construct a safety management system for festival activities. The system was applied to the case of injury emergency in the activities. We use purposive sampling to choose seven experienced managers or experts in festival activity sector who are familiar with safety management. The data collected through face-to-face and semi-structured interviews, were utilized into transcript to re-confirm the result, and triangulation analysis was applied to ensure the reliability and validity of the interview. Finally, the contents of festival activities safety management system were established and Geographic Information System was applied to build the system. The research results reveal that a festival activity safety management system should be systematic and the system operations should be easy and flexible. In the end, a case of injury emergency was included to demonstrt e the completeness of the system structure. The findings could provide suggestions in festival activity management for activity managers.
