Teacher education affects the quality of teachers’ instruction, which in turn affects student academic achievements, attitudes, and behaviors. Teacher education plays a critical role in the development of an educational system. Strong practice-based learning is central to teacher education. To enhance the effectiveness of teacher education, a theoretical basis should be established through research. Taiwan’s system of teacher education has been developed over many years, and it has nurtured numerous teachers who have proceeded to work in primary and secondary schools. However, after the implementation of the diversification of the teacher education policy in 1994, numerous problems emerged related to the quality and quantity of teachers, and these concerns deserve attention. The purpose of this study is to rethink the development of teacher education and to propose arguments for the transformation and integration of research, policy, and practice. First, this paper analyzes the problems in teacher education as related to research, policy, and practice. Second, the influences and limitations of teacher education research on policy and practice are discussed. Finally, the paper provides seven suggestions for the improvement of teacher education, specifically with regard to increasing the links between related research, policies, and practices. For example, the relevant dialogues among researchers, policy-makers, and practitioners should be strengthened, and communication and consensus should be enhanced. |
