To honor government’s policy of renewable energy, the 2013 newly-amended “Regulation for Approval of Agriculture Facilities Usage” adds provisions relating to green energy facilities and encourages farmers to develop renewable energy while conducting agricultural activities. However, subsequent implementation of related guidelines has caused the issue of “farmland-generated electricity” in southern Taiwan. For the conflicts resulted from policies of “farmland used for farming” and “development of renewable energy”, this article attempts to balance the value priority from an academic perspective, analyzes relevant administrative actions and then proposes a possible solution while taking the two policy goals into consideration. |
