照顧需要性之評估──從長期照顧服務法與長照實務談起

Assessment of Care Needs in the Long-Term Care Services Act and Praxis

長期照顧服務給付的取得，繫於照顧需要性的具備，對於照顧需要性的評估，長期照顧服務法第8 條雖規定了評估單位，且透過立法授權方式規定評估的基準、方式、人員之資格與條件等相關事項，然仍欠缺統一的照顧需要性定義、評估程序和評估準則、評估品質的確保等完整的評估規範，為了提供人民平等的長照給付機會、提升評估品質，長期照顧服務法仍有修改空間。

Care needs is the key to the long-term care benefits. Although Article 8 of the Long- Term Care Services Act provides for assessment units, and through legislative mandates to define standards, qualifications of staff and other related matters; there is still a need for a uniform definition of care needs, assessment procedures, assessment guideline and evaluation criteria to shape that the integrity of assessment provide public a fair benefit chance in the long-term care services and improve assessment on the quality of care needs.
