The publics’ attitudes towards participation in public affairs have changed in Taiwan as the society develops and evolves. People’s cognitions and emotions towards active participation may direct their behaviors in public affairs activities. The present study conducts interviews with key participants in the organization of Xilu Neighborhood Watch in Tianzhong Township, Changhua County, to find out the reasons and background stories of people’s participations in the watch. The study aims to understand the motivations that influence people’s participations in neighborhood watch and investigates their participating intentions in order to eliminate obstacles and improve the outcomes of their participations in neighborhood watch. The study results concluded that the leader of a watch plays the key role in the operation of the team—the leader needs to not only assist enthusiast participants, but also establish a well-constructed reward system. Based on the study findings, enhancing the practice of a neighborhood’s leadership, strengthening the honor and sense of mission of watch participants, actively integrating voluntary service reward systems, and reinforcing hardware resources to solidify the unity of people are determined to be the areas of improvement of a neighborhood watch organization. |
