The rights of the local public idle real estate belong to every citizen, on the basis of public interest, the local government take a view of land development to develop and manage these idle real estate, have to consider the factors of politic, economic and social effect, and expect to create its public value, then to promote the development of the industry, providing job opportunities and fiancé revenue of three winning goals. We choose the success case of rent Siaogang Bureau of Employment and Vocation of Kaohsiung City, on the basis of Kaohsiung City’s real estate strategy management, by Analytic Hierarchy Process (AHP) empirical analysis, to apply of government strategy management "Value-Supply(or support)-Capacity" as a research method. The research explores that the government take the level of economic, social and environment to assess its public value; implementation tools of bargain, rent and surface rights to assess development way of the public idle real estate. By way of the study, it produces the practical economic benefits, employment opportunities, financial benefits and high-quality job training, in fact, we can obtain the completed and successful information that the strategic management of the public idle real estate. |
