This study aims at verifying and organizing the role of non-bibliometric indexes respectively in the regulations of the interior audit and of the exterior evaluation in scholarly journal publishing, which would enable the procedure of quality control to operate. In addition, this paper will explain how the technical standards of non-bibliometric indexes can be implemented in use on the basis of varied scales of weighting. To realize the recent development regarding non-bibliometric indexes, a comparison of the different scholarly journal evaluation systems between Taiwan and Mainland China will be brought into discussion. With the help of the explicit indication of non-bibliometric indexes, the application of non-bibliometric standards will become distinguished from the normally conducted bibliometric evaluation. Adoption of the non-bibliometric evaluation system as a result will enhance the evaluative effects of scholarly journal publishing. |
