With the advent of globalization, new spatial relationships occur in metropolitan areas. The network relationship between cities is more diverse and complex, and the governance model changes. This study applied the boundary governance perspective in a power relationship network analysis of the relationship and power structure between actors by social network analysis, try to find problems in the decision-making process. Keelung City was selected because it is the only port city that has key logistics in the region. Trade globalization has a caused a decline in its port function and the competition from other port cities in neighboring countries, although the local government has been actively attracting private enterprises to promote regeneration strategies and revive the city to face regional changes. Power relationships were investigated in two governance networks: ''The Keelung Station and West Passenger Terminal Reconstruction Project'' and the ''MRT Nangang Xizhi and Keelung lines Project''. ''Information'', ''knowledge'', and ''decision-making'' networks were compared. The research results show the governance networks of the two cases show the gaps of some actors. Most of the interactions are concentrated in a few actors. Additionally, the important actors in different networks are insufficient even if they have a very high power in own network. However, the lack of participation in other networks may affect the result of decision-making. |
